ESWM PROJECT HISTORY

The Ecological Solid Waste Management Program of the Municipality of Sto. Tomas, Davao del Norte is the center-piece program during the incumbency of then Hon. Mayor Maximo M. Estela, MD. In the last quarter of 2004, the municipality embarked on a full blast implementation of RA 9003 also known as the Ecological Solid Waste management Act of 2000. The program is backed by an ESWM Board who creates policies regarding the implementation.

The Municipal ESWM Plan was approved on November 8, 2004 and was complemented with the enactment of a concrete Municipal ESWM Ordinance No. 006, series of 2004 on November 22, 2004. On December 8, 2004 the municipality re-launched the ESWM Program with a theme "Noon: Basura Mo, Sakit Ko! Nagyon: Basura Mo, Kabuhayan Ko!" which aims for a more massive and thorough implementation. On January 13, 14 and 18, 2005, the municipality conducted a mass oath taking and strategic planning for the members of the Barangay ESWM Committees.

The Ecological Solid Waste Management Program of the municipality is managed by the ESWM Office headed by a Program Manager under the Office of the Municipal Mayor who also chairs the Municipal ESWM Board. The ESWM Office is commissioned to monitor and assist the barangays in the implementation of the program at the barangay level. The ESWM Program under the leadership of Hon. Mayor Maximo M. Estela, MD met challenges along the way and was countered with great measures that lead to its successful implementation.

Currently, under the administration of Hon. Mayor Benigno R. Andamon, being a former Barangay Captain in Barangay Poblacion (Tibal-og), he pushes for a more sustainable and strong implementation at the barangays.
